JAKARTA, Dec. 29 () -- The Indonesian government, agencies and departments have been in a late-season rush to meet spending targets, a local media reported here on Thursday.According to the data issued by the Ministry of Finance on Dec. 7, the government had spent 51 percent of the targeted 140.95 trillion rupiah (about 15.5 billion U.S. dollars) set in the revised 2011 budget, but by Dec. 27, that had risen to 76.5 percent.So in 20 days, the government accounted for 25.5 percent of its allotted annual spending.In an effort to deal with the problem, Finance Minister Agus Martowardojo said on Wednesday that agencies and departments would be allowed to begin the process earlier."So we hope the disbursements can be much earlier (next year)," he said as quoted by the Jakarta Globe daily.He said that as of Tuesday, the budget deficit, which stands at 0.64 percent of the nation's projected gross domestic product, was still short of the target.That's partly because overall spending as of Tuesday had only reached 1.165 trillion rupiah, or just 88.2 percent of the target.Hatta Rajasa, the chief economic minister, said earlier that budget disbursements were concentrated at the end of the year because agencies and departments had to complete a time-consuming procurement process before the Ministry of Finance could release the money.One problem, he said, is that tender procedures do not allow for single bidders, even when there is no other party capable or qualified for a project.That means the process is put on hold until a second bidder can be found, and usually finishes at the end of the year.

HAVANA, Jan. 5 () -- About 80 percent of the idle land handed over to private producers has been put into use, a Cuban land control official said here Thursday.The government so far has made available 1,387,936 hectares to more than 146,000 new farmers, who are mainly using it to raise cattle and grow crops, said Pedro Olivera, director of the Cuban Agriculture Ministry's National Center of Land Control.Municipal Agricultural Commissions and the National Association of Small Farmers are supervising the private producers and will take back any land not put to use within a set time.Olivera said there was still a lot of land on the island remaining unproductive, but it had not been declared "idle" yet.Cuban leader Raul Castro launched a program in 2008 to transfer all idle land in the country to private producers. According to experts, the private farmers produce 57 percent of the food cultivated in Cuba, but use only 24 percent of the available land.In 2011, Castro removed several bureaucratic obstacles impeding farmers from selling their produce as a way to stimulate domestic production.
